This works in most cases. Pretty easy, doesn't require any skills.
Some of you may know it, but I just cba that it is being sold. Improved it from the original one.
Note: This requires 2 accounts.
1. Make an alternate account on Skype, preferably something close to the victim's name.
2: Search up your victim and take a screenshot of his avatar and change your own display name and avatar to the same one as your victim has.
Do this on the alt you just made.
3: Now send a friend request from the alt account to your actual Skype account, and start saying racist things, links to porn etc.
4: Now, go to Skype.com, customer support, live chat and say someone you don't know is harassing you, being racist etc. and that you find this unacceptable.
5: They will redirect you to the right department. Just explain them what happened, answer their questions such as your Skype name.
6: Now, this is an important part. They will tell you they need a screenshot. So they will ask for your email address in order to email you about the case so you can include a screenshot. Just tell them your actual email address, and reply with the screenshot, AS ATTACHMENT (so not in Gyazo or whatever).
That's basically it. It worked for me when I tried it.
NOTE: At step 6, you might have to use some photoshop skills, because for some reason Skype didn't show the display name in the conversation, but the actual name.
